How can EPA help local gov's improve public involvement?

I see EPA's role in promoting local Public Involvement (PI) as limited to "teaching by example". If EPA successfully improves its own PI practices, local officials can choose to emulate successful practices--of their own free will.

As long as local officials meet the minimum requirements for running their delegated programs, I see no legitimate role for EPA to push local officials to tweak their local PI practices.

That said, if EPA comes up with the best PI practice since free ice cream, and it might work locally, I'd be happy as a state official to steal that practice from EPA. The best thing EPA can do is to lead us local horses to good water and see if we drink.
