How I heard about Universal Service: Pennsylvania: announcement on mailing list

My experience in this area:

As Assoc. Dir. of LibertyNet, a community network serving the Philadelphia region, I work with hundreds of schools, libraries, healthcare institutions, and community organizations which can/might/will benefit from the new E-rate legislation. I have reviewed the issue with much interest and filed comments with PA's PUC.

What I hope to learn:

How we can form buying consortia to circumvent the restriction on groups entitled to the benefit -- since many of our orgs. are educational, healthcare-related, etc. What other states are doing
