A reply to Rashidah Z. Hakeem:

One of the projects, that I work with, but not the one that is paying for =
me to come to Pittsburgh, is working on building an inner city school =
"learning community" and we've had a lot of success with community based =
agencies and organizations, perhaps too much. Our initial efforts were =
to build an intranet that responded directly to stated needs in the =
community. We thought that we needed to make sure that the folks that we =
got connected were able to see clear reasons for staying connected. One =
of the most important things that we were able to do was to build "mini" =
web pages that were available on the intranet by having my university =
students in a web page design class serve as consultant/designers for =
local agencies who served this community. This initial investment on our =
part really got those folks involved in seeing how the process worked and =
generated a fair amount of responses for them. A few are venturing out =
on the Internet and starting to see how to update their own sites. The =
CBOs that have become dependent on us are beginning to really get in the =
way of our next steps, but a lot of folks are being very progressive and =
are using the community that we've helped to facilitate to go after funds =
together. So for us, the interaction with CBAs have been very positive!
