Ellie,

Good point.  That's the real issue, regarding public access to the 
whole process.  Sue mentioned the most common way that folks who
monitor the regulatory process get quick information (regulatory
publications).  However, who can afford the subscriptions?  Sounds 
like there could be a market for a publication geared toward the 
general public.  Anybody want to make a million bucks?
