What you wrote is very similar to what is contained in EPA's 1981
Public Participation Policy... it's in the briefing book. Conditions
have changed since 1981. States, tribes and local governments
manage many of EPA's media programs.
Please talk more about what you think people need to build the
capacity to participate in EPA, state and local environmental
decisions. AND how can libraries help (beyond what Fred Stoss
suggested in his message) communities? pat
