I concur with Jim that neutral facilitators are a must. I can
honestly say that the meetings in which I was a participant as a
stakeholder representative would not have been productive without
the objective third party. Also, the objective third party
introduces an element of neutrality that cannot be achieved when
a government representative plays the role of facilitator.
