CSI was the Common Sense Initiative:

The Common Sense Initiative (CSI) Council, a group of stakeholders convened to give the Agency advice and recommendations on a number of topics, concluded in a meeting in February 1998 that integration was the greatest need of EPA's stakeholder involvement efforts. They suggested that EPA link stakeholder involvement with decision-making; make clear to the public how solicited information will be used; and analyze each situation to determine the tools and expertise needed to develop and maintain lasting agreements.
