I know that here in Region 1 there is, or was until very recently, a "Small Business Ombudsman" whose name I cannot recall off the top of my head. I would ask the EPA folks how much input does this Ombudsman have in coordinating collaboration between the Agency and affected small businesses when it comes to new regulations, new policies, etc.
