Our group agreed that the current "quilt" of funding doesn't cut it. we need to decide where we want kids to be when they graduate, what it takes to get them there, and then provide the resources in a easily used/understood package. having two dozen categoricals does not enable district's to meet their locally identified needs for improving student achievement. it does create a myriad of "little" programs that often have little accountability or relation to the overall mission of student achievement.
